You're playing on a server without anti cheat protection. No sessions will be rated on servers like that, since the risk of cheaters or obscure behavior can occur/ is high.

That means everything you earn xp off is calculated (as far as i know)

Correct, but objective based XP will most likely earn you more rating, since objectives are high XP givers (that's why TB encourages teamplay).
On a side note, if you're really skilled in team playing (such as : being a fair medic, covops, engi or field ops) rating DOES show how good you are, since you will constantly get xp boosts.

We're currently working on an 'anti unfair XP rating' system (or so called 'whoring' ) . More to come very soon, but it's currently in test phase.
