Server ranks dont go down when not playing

As title, i notice that players server rankings dont ever go down if they dont play......their stats go down but their server rankings dont,,,i assume this is a bug of some sort so am posting.

1 server i play for instance has a good few players who never play yet they dont lose rankings.

Here is an example from when my rating was stolen while I was somewhat active. The #1 user never played on the server, yet has held the rank for long long time. I would like to see servers reflect the time degradation as well.
