I don't think it's his ISP. 5ms ping on college network is not possible AFAIK but it also depends on what kind of network security they have.

Seems more like his dedicated server or something. If it's his ISP, god I need that ISP but wait a min.. what I am gonna do for such a high upload BW? Never mind, I would just run server from my home with my sexy router!

Above is the one of my machines. Servers where running at that time or i could reach 90Mbps+ upload easily but off course it's TCP BW check. For UDP you totally need different set up.

Kinna feel fucked by my internet provider if I see those huge upload speeds :p but asume that aint the home connection of all. Mine is home connection, but providers at NL are putting a restriction to the upload speed. Maybe trying to stop/interfere with the ppl uploading (illegal) material.
