THis guy is mentally challanged.
He has asked stupid questions like this before and has already requested a name change in the past. He should know how to do it.
IPBAN him would solve all our problems considering he can only make 5 rating and uses mortar to rate. Not letting him on would only help and not waste peoples time answering his stupid obvious questions.

You ask why you lost rate at 5 rating when you had 4ppm. YOU DONT UNDERSTAND ENGLISH!
YOu request a name transfer when your 1st name has less ppm as your 2nd name and this is your 2nd time ASKING.
