Just to verify on the "I did everything right" part...
When you say you packed with Winrar, could you please verify that you are using the .pk3 filetype? .rar or .zip is not going to work.
If that is correct, please open the file and verify that you have the correct folder structure. "maps" folder and in there your .bsp

If that is also correct, start your game, open the console and type
/sv_pure 0
/devmap [mapname].bsp
