ETL v2.74 - Windows - opengl2 support included.

I noticed there were a few people who wanted to try out the opengl2 renderer in ETlegacy, and devs said it was only pushed with linux. So I compiled a version of it with opengl2 support and the libs. It seems buggy and well theres really no support with it.
How ever here it is.
(note: if it doesn't load after 2-3 mins create a shortcut and add +cl_renderer opengl2 +vid_restart )

Changes:*
Removed auto update display on load
enabled opengl2
