\r_dlightbacks 0
\r_simplemipmaps 0
\com_hunkmegs 320
\com_soundmegs 128
\com_zonemegs 64
\vid_restart
Also:
-right click on your desktop and open the panel control of the "graphic treatment".
-try to find the "vsync" setting and force the disabling.
-same with "multithreading" setting. Force the disabling if it's present. (not present in AMD products).
If still no result try this in case:
\r_primitives 2
\vid_restart

@johny intel 3000 hd and there is important update not installed called 'Security Update for windows 7' is that update important for fps?
