True, gps scan can be enabled/disabled by admins. This is the documentation related info:

GPS Scan
Level 5 Battle Sense will allow CovertOps to use the GPS scan.
They will be available on weapon bank 8.
A CovertOps can call a GPS scan to spot enemies and make them visible to his team for few seconds.
NOTE:
This feature can be disabled by server config.
Server admin can also set the time delay between two GPS scans.


Concerning to M-79 "Thumper" Grenade Launcher, its the same history. Admins can manage the damage, ratio and ammount per team. Also, as Heavy Weapon, it can be enabled/disabled and/or be limitated by admins.

Anyways when we developed this weapon we thought also about the posibility of a new therm could appear in the ET World if server admins dont limitate the M-79: thumpernoob.
