Why are you require for cities flags? IMO suffice only countries flags...

Same here, if you will start with this city flags you will need to satisfy other city flag requests too because it wouldn't be fair to others to upload just few city flags and not others. But uploading all these city flags would just take more time to you and your team which is actually pretty pointless
