You can enable the chat relay by setting:

set sv_chatRelay "1" // 1 ENABLES IT, DEFAULT = 0

Ok, I've enabled it, and restart server :
11:05:35 "sv_chatRelay" is:"1^7" default:"0^7"
But nothing on the page after a tchat speaking:
https://et.trackbase.net/server/47992/chat/
Is it supposed to 'grep' something in server log side ?

I have restarted a service and added you as the server admin to that server. You should definitely be able to send messages now to your server from TrackBase. Please check this. Also, messages on your server (public messages) should appear on that link. If not, I'm happy to further investigate.
