Busted (cheating) players and rating ?

Are there any measures being taken so that busted cheaters are banned from rating?

Not saying life time ban but may be at least 6 months ban from rating?

1st time busted - 6 months ban from rating.
2nd time busted - 9 months ban
3rd time busted - Permanent ban.

May be add 3 users in support team who deal with all this cheat noobs?

But the question is whether this is possible?
I doubt you can exclude someone from rating because he can change his alias constantly?
Unless the tracker is already picking up IP addresses and making an aliaslist (like in /pb_alist)?
I think it will be a hard time to save people's username + IP addresses and match them with the aliaslist available.
