But if you have already a clan, then you can add the clanid in the server.cfg

nope, the playername is still not reserved/registered and the link you've posted is useless, you have to register the playername, otherwise you can't manage a clan.
furthermore you have to play at least 5 hours.
(see first page for rules & requirements for clanregistering)
