That's because you have only 3 members and one of them is not ranked (probably because he is inactive, or because his rating is 0.00). However, we need at least three ranked players with best each higher than a rating of 0.00. It could be both. So add a member with a rating higher than 0.00 and your clan should actually be ranked.
