try paint.net its free and seems ok, especially if you use some of the addons you can find, there are some helpfull forums to get help on

paint.net is free and pretty easy to use.
But I would recommend CS5-6 (Photoshop). If you're not used to Photoshop, I would recommend to watch some videos on youtube on how it's done.
Once you get the hang of it, you'll produce cool banners in just minutes.

agreed about paint.net. got many plugins you can use for banners and such...
